Jill A. Brown

Jill A. Brown is a communication research scientist at RTI. She is skilled in research and evaluation design and scoping, systematic reviews, quantitative methods (e.g., surveys, scales, secondary data), qualitative methods (e.g., focus groups, interviews), statistical analysis (e.g., sampling, descriptive statistics, t-tests, ANOVA, regression), advanced analysis (e.g., time series, latent models, multivariate, categorical data), and qualitative analysis (e.g., content analysis, grounded theory). 

Currently, she serves as the Project Director on a National Oceanic and Atmospheric Administration (NOAA) grant to explore the information pathways through which people receive critical flood warnings. This project, through NOAA’s Cooperative Institute for Research to Operations in Hydrology, will help to improve understanding of emergency communication and uncover gaps in reaching underserved populations. Dr. Brown guides the project design and implementation, including conducting focus groups, designing the nationally representative survey, and providing oversight to team members during development of the design thinking workshops. 

Dr. Brown is also RTI’s Evaluation Lead for work on the All of Us Research Program. The program aims to build the largest (over 1 million) and most diverse participant cohort to drive innovation in precision medicine and reveal the complex interactions among genes, environment, and behavior that produce health and illness. RTI serves as an Engagement and Retention Innovator awardee for the program, which is funded by the National Institutes of Health. Dr. Brown is responsible for multiple tasks, including evaluation scoping, survey development and design, data analysis, and both rapid and comprehensive reporting. She is the primary point of contact for evaluation of co-creation activities and workshops. 

Prior to joining RTI in 2021, she served as a public health scientist with the Army Public Health Center. She also served on the board of directors at the Data Visualization Society from January 2022 through December 2023.
